Most rotary phones use "pulse" dialing, which the Fongo Home Phone adapter does not support.
If your rotary handset has a "tone" dialing setting, you will need to enable that setting.
If you are unsure if your phone uses pulse or if it has a "tone" dialing setting, contact the manufacturer of your phone.
